Born in 1970 in Vitebsk. In 1993 he graduated from the economical faculty of Saint-Petersburg State University. Worked in LSR group starting from 1993. From 1996 - general manager of the open joint stock company "GRST-6". From 1999 - general manager of the open joint stock company "Lenstroiconstruction". From 2000 - general manager of the open joint-stock company "Building corporation "Revival of saint-Petersburg". From 2002 - vice-president of LSR group. Awarded the deed of the state committee of Russian Federation for building and housing complex. From 2003 - the head of the Committee for building.
