Born on January 1948 in the village Pelvosh (Priuralsk district of Jamalo-Nenezk National region).
In 1971 graduated from Leningrad Institute for the railway engineering, specialised in "building and road equipment and machnes".
In 1989 graduated from Leningrad higher party school, specialised in "party and soviet development".

From 1971 till 1972 military service in the Soviet Army.
From 1972 till 1975 - mechanic, the head of the section of ferro-concrete wares plant of the production association "Barrikada". From 1975 till 1988 - the head of the department, vice-secretary, secretary of the party committee of the production association "Barrikada", the second, the first secretary of the party committee of Krasnogvardejsky district. From 1988 till 1990 год - the head of the department of the city economy and transport, deputy head of the social and economical department of Leningrad city committee.
From 1990 till 1991 - the first deputy head of Leningrad regional tourist and excursions committee. From 1991 till 1993 - the head of the joint stock company "VET". From 1993 till 1995 - the head of АОЗТ совместное предприятие "Zebra". From 1995 till 1997 - the head of "Intourist" company. From 1997 till 1998 - executive manager of "Sovetnik" company.
