   Mikhail Mihailovsky was born on June 27, 1961 in Leningrad. In 1984 graduated from the Leningrad Polytechnical Institute with a major in Dynamics and Durability of Machines. In 1994 - State Petersburg State University with a major in Jurisprudence, in 1997 - the Russian Academy of State Service with a degree in Federal and Municipal Administration.
   In 1984-1990 worked as an engineer at the Leningrad Metal Plant.
   From 1990 worked in the administration of the Kalininsky District, in 1993 becomes head of its administration.
   Married, has two children.
