Born in 1955, in Leningrad, in a family of hereditary military men. Pavel Markov, her great-grandfather headed the Genera Staff of Her Majesty.
In 1978 graduated from the Leningrad State Institute of Culture named after Krupskaya (library science, bibliography), in 1992 from the Petersburg High School of the Ministry of Internal Affairs (jurisprudence).
In 1979-1999 served in internal affairs institutions. Headed the Internal Affairs Department of Kolpino Region.
In 1999-2002 headed the Administration of Frunzensky District of St. Petersburg.
Candidate of juridical science. Lieutenant colonel. Awarded with medals "For Faultless Service" of the second and third category.
Press claims Anna Markova to be an experienced administrator and believes the centre of gravity of the administrative and law committee to shift even more towards administration. This process was initiated in the time of her predecessor, Mikhail Mikhaylovsky.
