Born on May 6 in 1945 in the village of Klepochi of Nesvijsk district of Minsk region.
In 1967 graduated from Leningrad institute for the engineers of the railway transport named after academic Obraztsov V.N., specialised "railway building, road and road industry".
In 1981 graduated from the Academy of social sciences of the Central Committee of Communist Party.
From 1967 till 1968 - engineer of the construction institute "Lengiprotrans". From 1968 till 1969 - the foreman of the trust "Sevzapdorstroi". From 1969 till 1973 -the head of the department, the second, the first secretary of Gatchina city committee of komsomol. From 1973 till 1978 - secretary, second secretary, first secretary of Leningrad region committee of komsomol. From 1978 till 1983 -first secretary of Kronshtadt district committee of the communist party.
From 1983 till 1986 - the head of the department, the secretary of Leningrad region committee of the communist party. From 1986 till 1988 - the secretary of the communist party of Uzbekistan. From 1988 till 1990 - inspector, the head of the sector, the deputy head of the department of party development and recruitment of the Central Committee of Communist party. From 1990 till 1998 год - the deputy head of Oktabrskaya Railway, in charge of personnel and social issues. From 1998 - first deputy head of the Office of Saint-Petersburg Administration. From November 2003 - vice-governor of Saint-Petersburg, the head of the Office of Saint-Petersburg Administration.
Awarded the order of the "Labor Red Banner", the medals "For the heroic labour in commemoration of the 100th anniversary of Lenin's birthday", "For the labour valour", "To commemorate the 300th anniversary of Saint-Petersburg", "For the merits in holding the Russian census", the medal "Honoured worker of the railway transport".
