Born on September 10 in 1949 in the village of Chuksha of Almazny district of Irkutstk region.
In 1971 graduated from Leningrad State Institute of Culture named after Krupskaya N.K., specialised in "culture and enlightening work".
In 1996 graduated from the International academy for business, specialised in "state and municipal governing".
From 1971 till 1974 год - the head of non-professional theatre, the head of the mass sector of the House of culture for metal-workers. From 1974 till 1976 - the head of the political and mass department of Leningrad House of culture for the workers of communication industries. From 1977 till 1987 - the head of the mass department, deputy director, director of the House of Culture for the workers of air transport. From 1987 till 1991 - the head of the Department of culture, deputy head of the executive committee of the council of deputies of Moskovsky borough. From 1991 till 1999 - deputy head of the regional department of Moskovsky administrative borough of Saint-Petersburg.
From November 2003 - vice-governor of Saint-Petersburg.
Awarded the medal "To commemorate the 300th anniversary of Saint-Petersburg".
First rank state counsellor of Saint-Petersburg.
