Born on November 17, 1946 in Vologda. Graduated from the Leningrad Institute of Exact Mechanics and Optics with a major in Automatics and Telemechanics in 1974; Leningrad Institute of Finance and Economics with a major in "Industrial Production Organization" in 1989. Served in the army in 1966-68, afterwards worked at various organizations in Leningrad, occupying positions from a worker to mechanic to engineer. In 1990-1996 - chairman of the regional committee of the radio and electronics industry workers union.
Member of the advisory board of the Federation of Independent Unions of Russia.
In 1996 appointed Chairman of the Committee for Labour and Social Assistance of St. Petersburg administration.
Married, has a daughter.
