Born in 1968 in Leningrad. After graduation from secondary school in 1985 he entered the Polytechnic institute named after Kalinin. During his studies in 1990-he established his own enterprise. After a certain pause in his studies he graduated from the North-West academy of Civil Service. In 2001 he obtained Phd. in economics. Starting from 1999 he works as a deputy general manager of the joint-stock company "Petersburgregiongas" (the branch of the open joint-stock company "Gazprom"). From 2003 - he is the head of the committee for energy resources and engineer maintenance.
