Vlasov Viktor Efimovich
Aide to the General Director of Dvoretz Sporta ("Athletes' Palace") Inc.
Born in 1943. His parents were natives of St. Petersburg. During theblockade the entire family has been living in Chelyabinsk, where Viktor was born.
In 1963-63 he has been working as a tram driver at the Kotlyakov tram park in Leningrad.
In 1963-67 he has been performing military service in Russia's Northern Fleet.
In 1967-69 he has been master driver at the Kotlyakov tram park.
In 1969-71 he is a student at a specialized intermediate school of the U.S.S.R. Ministry of the Interior.
In 1971-72 he is an investigator at a local police department of the Krasnodar region.
In 1972-73 he is an inspector detective at the Leningrad-Vitebsky railroad station.
In 1973-86 he took various positions at headquarters of railroad administrations in the North-West of Russia.
In 1976 he has graduated from the Higher School of the Interior Ministry of Russian Federation.
From 1986 until June 5 1998 he has been the head of the North-Western Board of Security Issues in Transportation.
Since June 1998 until November 1999 he has been the Director of the Main Board of Interior Issues of St. Petersburg and the Leningrad district.
